My friend,
As you can see by the pom-pom, it's not a Cardinal. Ergo, judging by the watered silk, it's a Papal legate (Apostolic Delegate, or (Inter-/Pro-) Nuncio). Judging by the build, it's Roncalli, which fits the France thing. Maybe Roncalli at Lourdes?
